No Skirts Please, Minister Mahesh Sharma Advises Foreign Tourists

Don't wear skirts - this piece of advice is in the list of dos and don'ts handed to tourists on their arrival in India, Union Minister Mahesh Sharma has said.

"When tourists arrive at the airport, they are being given a welcome kit which has a card with dos and don'ts... it has instructions like if they are in small cities, they should not roam around alone at night or wear skirts...they should take a picture of the car they are travelling in and send it to their friend'." Mr Sharma, the Minister of State for Culture, said on Sunday.

India, the minister continued, is a "cultural country" and "we have a different dress code for temples. Kindly keep that in mind while dressing up."

He was responding to questions on the safety of tourists in Agra, a big draw for those who travel to India to see the magnificent Taj Mahal.

Asked whether he was recommending a dress code for tourists visiting India, the 55-year-old minister clarified: "We are not telling them what to wear and what not to wear. We are only saying that when they go out at night, they should be careful. We have no right to try and change anyone's clothes or way of thinking."

Despite the clarification, Mr Sharma has not escaped the expected storm on Twitter, where he was trending on Monday morning.

Kapil Mishra, a minister of Delhi's AAP government, tweeted that he would write to Mr Sharma "requesting him not to insult nation by such advisories."

Other tweets are both critical and supportive of the minister.

Curfew lifted from Kashmir after 51 days

SRINAGAR: Authorities on Monday lifted curfew from Kashmir after 51 days since the ongoing unrest began on July 9, officials said.

"Curfew has been lifted from the entire Valley. But, it will remain in force in Pulwama town and in areas under the jurisdiction of Nowhatta and M.R.Gunj police stations in Srinagar," a senior police official said.

The decision to lift curfew was taken at a high level security meeting on Sunday evening, sources said.

An all party delegation comprising senior leaders of political parties is slated to visit Kashmir on September 3.

Union Home minister Rajnath Singh is likely to accompany the delegation.

Meanwhile, separatists here continued their protest despite lifting of the curfew.

New set of leaked Scorpene documents released; gives details on sonar system of submarines

New Delhi: On Thursday Australia's 'The Australian' newspaper uploaded a fresh tranche of leaked documents relating to information about operating instructions of underwater warfare system of the six Scorpene submarines which are being built in India by French firm DCNS.

However, a top defence analyst allayed fears that it could compromise the security of the strategically important combat vessels.

Like in the previous case, the newspaper has blacked out all details which it felt would compromise India's security interests.

However, the new set of documents, with Indian Navy insignia on it and marked "Restricted Scorpene India", gives details about the sonar system of the submarines which is used to gather intelligence underwater.
It talks about a wide range of technical specifications of the sonars and at what degree and frequency it will function.

The documents detail the "Operating Instruction Manual", which talks about how to select a target for weapon firing, weapon configuration selection, among others.

Though the Navy has not yet officially reacted to the release of new documents, sources maintained that it does not compromise national security.

They said the same information about a submarine was on "many naval defence websites".

"On the face of it, these documents are basic operating manual. You buy any goods from the market, it will come with an operating manual," defence analyst Commodore Uday Bhaskar (Retd), Director of Society of Policy Studies told PTI.

If the question is if tonight's revelation has made our submarines vulnerable, "then the answer is no", he said.

"It is more like basic operating instructions for the user," he said.

The paper said it has been told that the secret data was removed from DCNS by a former sub-contractor in 2011 and taken to a private company in Southeast Asia before being passed on to a branch of that company in a second Southeast Asian nation.

A disk containing the data filed was then posted in regular mail to a company in Australia.

DCNS is focusing its investigation on former employees and sub-contractors involved in the project. At this stage it is not thought that the leak came from India.

Congress to continue fighting 'thought process' that killed Mahatma Gandhi

Backing party vice-president Rahul Gandhi's strongly worded statement on the Rashtriya Swayamsevak Sangh (RSS), the Congress on Friday asserted that it will continue to fight the process of thought that killed Mahatma Gandhi in January 1948.

Congress leader and spokesman Randeep Surjewala told ANI here that the atmosphere of hate and division, whether it is by an organisation or by an individual, will always be fought decisively by the party leadership and crores of Congress workers.

"What Rahul ji said yesterday was true. We will continue to fight the hateful and divisive agenda in this country and will never say die, will never be deterred by threats, either by persecution or prosecution," he said.

Further stating that Nathuram Godse was affiliated to the RSS, Surjewala said Godse's brother Gopal is on record as admitting to this fact. "It is true that Nathuram Godse killed Mahatma Gandhi. He was affiliated to the RSS and this has been said by his own brother Gopal Godse. We will continue to fight that process of thought, which killed Mahatma Gandhi, as also champion and promote the thought represented by Mahatma Gandhi always,? the Congress leader said.

Yesterday, Rahul Gandhi said in a tweet, "I will never stop fighting the hateful and divisive agenda of the RSS. I stand by every single word I said."

This development came a day after Rahul Gandhi's counsel, Kapil Sibal, told the Supreme Court that Gandhi had never blamed the Rashtriya RSS for killing Mahatma Gandhi.

Following Rahul's submission, a Supreme Court Bench comprising Justices Dipak Misra and R F Nariman, said if the complainant agrees to the submission, it will take the statement on record and dispose of the petition.

Sibal cited the affidavit filed before the Bombay High Court, saying that Gandhi had only accused certain people of RSS and not the organisation as the killer of Mahatma Gandhi.

In his complaint, RSS Bhiwandi secretary Rajesh Mahadev Kunte alleged that Rahul told in an election rally in Sonale, Maharashtra, on March 6 last year, that 'the RSS people killed Gandhiji''.

He alleged that the Congress leader had sought to tarnish the reputation of RSS through his speech.

Mamata Banerjee Calls Floods In UP, Bihar 'Man-Made', Silent On Farakka Barrage

Kolkata:  With floods wreaking havoc in Bihar, the Farakka Barrage in West Bengal could become a bone of contention between the chief ministers of the two neighbouring states.

Earlier this week, Bihar Chief Minister Nitish Kumar met Prime Minister Narendra Modi and told him the barrage should be demolished as it is silting up the Ganga and causing floods in Bihar.

"Today it is time to re-evaluate the usefulness of Farakka Barrage. From the point of view of utility, the disadvantages outweigh the benefits. Therefore, it would be proper for the central government to serious consider the removal of the Farakka barrage," Mr Kumar said in a memorandum to Mr Modi. 

Mamata Banerjee has avoided comment so far, instead blaming the centrally-run Damodar Valley Corporation (DVC) for floods in the southern Bengal districts of Howrah and Hooghly.

"They are man-made floods," she said. "I can understand flooding because of rain. But if the DVC and the central water commission release water from their dams without discussing with us, we will next go to court."

River management experts say the Bihar chief minister is not entirely wrong, the Farakka Barrage has caused siltation upstream but demolishing the 30 year old barrage is no answer."The idea is ridiculous," says Dr Kalyan Bhadra, currently chairman of the West Bengal Pollution Control Board but best known as a river water management expert. "About 200 kilometers of the non-tidal part of river would dry up. It would be a disaster for Bengal."

Water from the barrage is used for irrigation, water supply to towns on river banks downstream and it has kept the Kolkata Port alive. Its demolition would also affect Bangladesh, say experts. 

Dr Bhadra concedes Mr Nitish Kumar's point that Farakka is worsening siltation upstream. But that is not the only cause of floods in Bihar. Rivers from Nepal also bring down a huge volume of water. Flood preparedness could alleviate the impact of the inundation, he feels.

Chilli-based PAVA shells being considered as replacement for pellet guns

NEW DELHI: With eye injuries caused by use of pellet guns+ in Jammu & Kashmir turning into a major controversy, an expert panel of the home ministry+ is exploring whether these can be replaced with newly-developed PAVA shells, a chilli-based non-lethal munition+ which temporarily incapacitates the targets and renders them immobile for several minutes.

Though a final decision is yet to be taken, government sources said a seven-member panel involving officers from home ministry, BSF, CRPF, J&K Police+ , IIT-Delhi and Ordnance Factory Board is considering their use for control crowd. The panel is expected to submit its report soon. These shells have been developed by the Indian Institute of Toxicology Research (IITR), a laboratory in Lucknow under the Council of Scientific and Industrial Research (CSIR).

The expert panel is learnt to have held a demonstration of PAVA shells at a test field belonging to CISF in the NCR earlier this week. Home minister Rajnath Singh said on Thursday that an alternative to pellet guns+ would be found in the coming days.

"In 2010, it was said pellet gun is a non-lethal weapon which can cause least damage but now we feel there should be some alternate to this," he said. The Army had last week suggested to the committee that it should opt for less lethal munition while controlling crowds in J&K. Northern Army commander Lt Gen DS Hooda had also said security forces should use less lethal weapons such as sound cannons, pepper shotguns and chilli grenades. "Alternative non-lethal weapons are available to disperse crowds during demonstrations. The panel sought our inputs and we have suggested that sonic weapons, pepper ammo and chilli grenades could be less harmful. The government is looking at these options," he had said.


Officials said PAVA shells were on trial for over a year at the IITR and its development has come at a time when J&K is on the boil. The name PAVA stands for Pelargonic Acid Vanillyl Amide, also called Nonivamide, and is an organic compound found characteristically in natural chilli pepper. On the Scoville scale (the degree to measure the power of chilli), PAVA is categorised as "above peak", meaning it will severely irritate and paralyse humans, but temporarily. It is also used as a food additive to add pungency, flavouring and spicy effect to food.

Scorpene submarine data leak: Here’s what we know so far about the case

There has been a data leak and it is big. ‘The Australian’ newspaper reported on Wednesday that over 22,000 pages detailing the combat and performance capabilities of six Scorpene-class submarines produced by India in partnership with French company DCNS have been leaked. India had signed a $3.5 billion deal in 2005 to build six Scorpene-class submarines, designed by the French company, at the Mazagon Dock Shipbuilders Limited in Mumbai. The newspaper report has said the information is sensitive and highly classified.

INS Kalvari, first of the Scorpene-class submarines, is expected to be inducted into the Indian Navy later this year.

Stand of the Indian government

Defence Minister Manohar Parrikar said there has been a hacking and that a clear picture will emerge in the days to come.

“I have asked the Navy chief to study the entire issue about what has been leaked, what is there about us and to what extent. It came to my knowledge at about 12 AM. What I understand is there is a hacking. So we will find out all this,” Parrikar told reporters in New Delhi.

The Defence Minister said he does not suspect the leak to be 100 per cent since a lot of final integration lies with India.

What’s the nature of the data

The data that has been leaked is reported to have details like specifications of the torpedo launch system, speed and condition needed for using the periscope and functioning of the above-water and underwater sensors. According to the report, the data tells the submarine crew where on the boat they can speak safely to avoid detection by the enemy.

PTI said over 4,000 pages on the submarine’s combat management system are among the leaked information.

RSS did not assassinate Gandhi, Rahul Gandhi tells Supreme Court

NEW DELHI: Rahul Gandhi may be cleared of defamation charges after the Congress vice president backtracked today and told the Supreme Court he never meant to accuse the whole of the RSS of assassinating Mohandas (Mahatma) Gandhi.

The defamation case against the Congress vice president may just be dropped, because of Rahul recanting. The RSS activist who filed the criminal defamation case had offered to withdraw the case against Rahul if he absolved the RSS of the assassination.

"Rahul Gandhi never accused the RSS as (an) institution for the crime," the Congress vice president's counsel, Kapil Sibal, told the court.

The court said the inference from Rahul's statement is that he never accused the RSS as an institution for Gandhi's assassination. "Rahul never blamed the RSS but blamed a person associated with the RSS," the court said it inferred from Rahul's affdavit.

Nevertheless, the top court scheduled the next hearing for September 1, after the RSS activist's counsel U R Lalit sought time to get further instructions from his client.

Rahul had made these accusations during a Thane rally in March 2014. "RSS people killed Gandhiji and today their people (BJP) talk of him...They opposed Sardar Patel and Gandhiji," Rahul had said then.

Today, though, he said quite the opposite.

On July 19, the Supreme Court told Rahul to express regret for his comments holding the RSS responsible for Gandhi's assassination or be ready to face a defamation trial.


"Why did you make a sweeping statement against the RSS branding everyone associated with the organization in the same brush... You can't make wholesale denunciation of an organization," the SC bench said while hearing the defamation case.

The top court also said that if Rahul wanted to defend himself, and was not ready to express his regret, than it will be better that he faces trial.

In ULFA kidnap video, hostage appeals to Assam CM Sarbananda Sonowal, parents for help

Kuldeep Moran, a person from Tinsukia district in upper Assam, who was abducted by the ULFA on August 1, on Monday appeared in a video clip issued by his abductors, in which he pleaded with his parents as well as Chief Minister Sarbananda Sonowal to secure his safe release before he was killed in a crossfire.

“I have been kidnapped by the ULFA. They have been taking me from one place to another on foot by blindfolding me almost every day. I appeal to my parents, as well as to chief minister Sarbananda Sonowal to get me released
as early as possible. I don’t want to get killed in a crossfire ,” Moran said in the video clip that was mailed to several local TV news channels on Monday.

The video clip showed Kuldeep Moran in a kneeling position, with five heavily armed masked men standing guard, with all six facing the camera. Moran was wearing a green t-shirt. Moran’s father Ratneswar Moran, who is a
vice-president of the Zilla Parishad, has some business activities in the Changlang district of Arunachal Pradesh that shares boundary with Tinsukia.

Assam Police director-general Mukesh Sahay said while Kuldeep Moran was abducted by the Paresh Barua faction of ULFA from Changlang district in Arunachal Pradesh on August 1, his family informed the police in Tinsukia district (in Assam) only on August 8. “It was only then that the Assam Police got the family register a case in Arunachal Pradesh,” DGP Sahay told The Indian Express.

DGP Sahay said that though the abduction took place in Changlang district (where Moran’s father Ratneswar Moran has some timber business), the Assam Police was in constant touch with the police in both Arunachal Pradesh and
Nagaland in order to secure safe release of the abducted person. “I have talked to my counterparts in the two states today too,” the Assam DGP said.

Interestingly, while Moran was abducted on August 1, his father Ratneswar Moran said he had received a call from some person identifying himself as from the ULFA who claimed of the abduction and demanded Rs 1 crore as ransom. “When I said I was not a rich man to pay so much money, the ULFA later asked me to get the sum from the Sadiya MLA. They had also set August 12 as the deadline,” Ratneswar Moran said on Monday."

Ramya reacts to the Pakistan controversy

Member of Parliament Ramya was recently in Pakistan for the SAARC Youth Summit. Upon her return, Ramya spoke about Pakistan's hospitality. This led to a backlash, both online and offline, what with people protesting against her and some people asking her to move to Pakistan. Certain people protested also because they believed that her statments were a rebuttal to Union Defence Minister Manohar Parrikar's comment that "going to Pakistan is like going to hell". Actor-politician Jaggesh was one among the few who is rumoured to have said that India doesn't need people like her.

I went there (Pakistan) for the SAARC Youth Summit. I spoke about peace, harmony and unity in diversity. When I got back, I was asked how Pakistan was and I said that the people there are just like us, and that we were treated very well. There was a lot of respect. In fact, when I landed in Pakistan, the airlines lost my bag. I landed there only with the Madhubani painting that I had carried as a gift for the Pakistan Speaker. When I went to buy some outfits, the shopkeeper was excited that I was from India, and got pastries and juice from the next shop. When I narrated this to the people at the summit, they exhanged similar tales. In fact, Pakistani politician Rashid Godil told me that when he went to a dhaba in Delhi, the owner refused to take any money citing that Pakistanis are special guests and that he was privileged to serve them. People genuinely want peace across the border and want to solve issues, which is why I was there. I stand by my statement that people in Pakistan are just like us and the media has misconstrued this whole thing. Before I left, I was quite apprehensive. Even the Maldives head said in the closing ceremony that when he was going to Pakistan, his son said 'Papa, please don't go.' Pakistanis themselves face terrorism. The only way we can resolve it is if we can step aside from the inciting violence and keep away from the petty trivial things, and join together to fight as one unit.

There was also a WhatsApp forward that being circulated that apparently read 'Had Ramya been born in Pakistan, she would have been married thrice and would have five children'. This is so petty. I met parliamentarians in Pakistan, who are young women of my age, who are married, have one husband and lead normal lives like us. The perceptions have to change and people have to look beyond these trivial things. "

Jigisha Ghosh murder case: Two killers to hang, one gets life

A Delhi court today sent two of Jigisha Ghosh's killers to the gallows while the third convict has been sentenced to life imprisonment for their involvement in the abduction and murder of the IT executive in 2009.

While the trial court gave death sentence to accused Ravi Kapoor and Amit Shukla, Baljeet Malik was given the life sentence. The court also imposed a fine of Rs 1 lakh on Ravi and Amit, and Rs 3 lakh on Baljeet.

The three accused had abducted and killed 28-year-old Ghosh on March 18, 2009 after she was dropped by her office cab near her home in Vasant Vihar area of South Delhi. Her body was recovered three days later from a place near Surajkund in Haryana.

Jigisha was working as an operations manager in management consultancy firm, Hewitt Associates Pvt Ltd. in Noida.

Special Public Prosecutor (SPP) Rajiv Mohan had argued that the accused had committed the crime solely for the sake of pleasure and told the trial court that the accused are also facing trial under MCOCA. They even used her debit card for shopping after she was killed, a remorseless act that was caught on camera too.
DELHI POLICE DEMANDED DEATH PENALTY

The Delhi Police had on Saturday sought death penalty for the three men on the grounds that they killed Jigisha for "pleasure" and showed no remorse.

"There was no provocation. There is no mitigating factor in the matter. It was murder for pleasure. The footage shows they had no remorse at all, which is an aggravating factor," Mohan said.
ACCUSED INVOLVED IN SOUMYA VISHWANATHAN MURDER CASE?

During arguments, when the SPP referred to the alleged involvement of the three convicts in the Soumya Vishwanathan murder case, the defence counsel objected to it saying it was a separate case which was still pending and referring to it would cause them prejudice during the proceedings.

The court had, a month ago, held the three men guilty of murder, abduction, robbery, forgery and common intention under IPC, saying it was "abundantly clear" that they had committed the crime. Kapoor was also convicted for the offence of using firearms under the Arms Act.

While convicting them on July 14, the judge had said "they committed her murder and disposed of her body in bushes and circumstantial evidence makes it clear that it was these men who committed the crime."

The police had filed the chargesheet in the case in June 2009 and trial began on April 15, 2010.

Donald Trump calls for 'extreme vetting' of immigrants to US


the candidate outlined his plans to combat Islamic extremism, including a new screening test for arrivals to the US.
Applicants will be tested to determine if they share Western liberal values like LGBT and religious tolerance.
Democratic rival Hillary Clinton poured scorn on his plan, labelling it a "cynical ploy".
"This so-called 'policy' cannot be taken seriously," said her spokesman.
"How can Trump put this forward with a straight face when he opposes marriage equality and selected as his running mate the man [Mike Pence] who signed an anti-LGBT law in Indiana?"

Under Mr Trump's plan, citizens from countries with a history of terror will be banned but it is not clear which nations.
In the speech, he did not lay out his own military strategy for defeating the so-called Islamic State.


But he did repeat his claim he was opposed to the Iraq War before it began, which fact-checkers say is untrue.
And he said that the oil in Iraq should have been seized by the US government to prevent it from becoming the property of IS.
In his speech, Mr Trump promised to:
Ban immigration from countries where terrorism is widespread and vetting is poor
Make alliances with all countries fighting against terrorism
Introduce an ideology test for new immigrants arriving to the US
Keep Guantanamo Bay prison open
Establish a presidential commission to investigate Islamic terror
Work with Nato, despite previously calling it "obsolete"
The billionaire initially proposed a blanket ban on all Muslims but has changed it to one that is based on an unspecified list of countries that export terror.
The latest proposal includes creating an ideological test for immigrants entering the country, with questions addressing how each applicant views American values such as religious freedom, gender equality and gay rights.
"Those who do not believe in our Constitution, or who support bigotry and hatred, will not be admitted for immigration into the country," he said.

It was a speech organised largely around one theme - the threat from radical Islam. So paradoxically, it was in this sense firmly within the existing US foreign policy mainstream.
This mainstream has elevated the threat from groups like so-called Islamic State and al-Qaeda into a phenomenon that requires nothing short of a "war against terror" in response.
The title of Mr Trump's speech referred to "the Age of Terror" no less.
As for other major "threats" to America's position in the world - a rising China, a more belligerent Russia, America's own failing economic competitiveness, or the cohesion of its own society - there was no mention.
Mr Trump was clear. His America would defeat "radical Islamic terrorism". And he repeated his assertion that the rise of self-styled Islamic State (Isis as he called it) was a direct result of the policy decisions made by President Barack Obama and his one-time Secretary of State Hillary Clinton.



Mr Trump said that the test will not only expose terrorist sympathisers, but also will "screen out any who have hostile attitudes towards our country or its principles".
He heavily criticised his rival Hillary Clinton, saying that she lacks the "mental and physical stamina" to defeat IS.


And he attacked her plan to increase the rate of Syrian refugees arrivals, which he claimed would cost $400bn (£315bn).
Mr Trump is still facing a backlash for repeatedly describing Mr Obama and his Democratic rival for the White House, Hillary Clinton, as "founders" of Islamic State.
Vice President Joe Biden speaking at a campaign event with Hillary Clinton said that Mr Trump's claim that Mr Obama and Mrs Clinton had "founded" IS proved his views to be "dangerous" and "un-American", and that it had made US soldiers in Iraq less safe already.
Recent polls show him significantly trailing Hillary Clinton in key battleground states.

India at Rio Olympics 2016, Day 7 Recap: Vikas Krishan, Sania Mirza-Rohan Bopanna bring cheer on dismal day

Rio de Janeiro: Boxer Vikas Krishan Yadav and tennis stars Sania Mirza and Rohan Bopanna brought some much needed cheer as the Indian contingent continued their flop show at the ongoing 31st Olympic Games here.

Vikas defeated Onder Sipal of Turkey 3-0 to enter the quarter-finals of the men's Middleweight (75kg) category here on Friday.

Vikas, who is just one win away from a medal, will face Bektemir Melikuziev of Uzbekistan for a berth in the last four stage.

Sania and Bopanna meanwhile, entered the semi-finals of the mixed doubles tennis event by defeating Andy Murray and Heather Watson of Britain in straight sets.

The Indians won their quarter-final match 6-4, 6-4 in one hour and seven minutes at the Olympic Tennis Centre.

The fourth seeded Indian duo dominated their British opponents with both Sania and Bopanna coming with some fine work at the net and excellent returns of serve.

Sania and Bopanna, who now need just one win to ensure a medal, are expected to face a tough challenge in their next match as they will take on the US team of Venus Williams and Rajeev Ram for a place in the final.

Indian shooter Mairaj Ahmad Khan also stayed in the hunt for a medal after he produced a creditable performance to finish 10th in the qualification round of the men's Skeet event.

Khan had scores of 24, 25 and 23 in the three rounds to amass a total of 72 points at the Shotgun Range of the Olympic Shooting Centre here.

The 40-year-old from Bulandshar district of Uttar Pradesh has a strong chance of qualifying for the semi-finals.

Meanwhile, rower Dattu Bhokanal gave a spirited performance and qualified for Final C after finishing second in men's singles sculls semi-final C/D 2.

The 25-year-old from the Indian Army, who had taken up the sport just four years ago, put in a time of 7:19.02 minutes -- far from his best -- but lead the race throughout only to lose out in the very final second.

Bhokanal, who is competing in his maiden Olympics, will now fight for a world ranking between 13 and 18.

Bhokanal, who set his Olympic best in the quarter-final with a 6:59.89 minutes, took 1:44.88 minute to cover his first 500 metres before completing the 1000m mark in 3:37.00 minutes.

He was leading till the 1500m mark, covering it in 5:30.35 minutes before the Hungarian overtook him with only a handful of meters left in the race.

But the rest of the day was mostly disappointing for Indian fans with shuttlers Jwala Gutta and Ashwini Ponappa crashing out of the preliminary stages of the women's doubles event while archer Atanu Das went down fighting.

Shooters Gagan Narang and Gurpreet Singh and shot putter Vikas Gowda also added to India's woes.

Athletes Manpreet Kaur and Jinson Johnson also added to the disappointment after failing in their respective disciplines as shooter Chain Singh finished a disappointing 36th to negate his chances for 50 metre Rifle Prone finals.

India endured a poor start to the day as Atanu crashed out of the men's Individual 1/8 Eliminations to end the country's campaign in the archery events.

The 24-year-old from Bengal fought valiantly, but ultimately went down 4-6 (28-30, 30-28, 27-27, 27-28, 28-28) to South Korea's Seungyun Lee.

It was a neck-and-neck contest at the Sambodromo that began brightly for Atanu, who scored a perfect 10 in the first set, before being overpowered by Lee who hit three consecutive perfect 10s in the first set to take a two-point lead.

Atanu responded strongly with three straight 10s of his own to take the second set 30-28 and square the contest at 2-2 before squaring off the third set.

Atanu flinched just once, in the fourth set, to go down 27-28. That single point proved to be fatal as both archers hit one 10-pointer in the fifth and final set to square it 28-28, allowing Lee to claim the match by the narrowest of margins.

India then received another jolt as medal hope shooter Gagan Narang along with Chain Singh failed to reach the finals of the men's 50 metres Rifle Prone competition.

Narang, a bronze medallist in the 2012 Games in the 10 metres Air Rifle, finished 13th in the qualification with a total of 623.1 points.

Thailand bomb blasts: Series of explosions in Hua Hin, Phuket kill four and injure 20

Hua Hin: A string of bomb attacks targeting Thailand's crucial tourism industry have killed four people, officials said Friday, sending authorities scrambling to identify a motive and find the perpetrators.

Twin bombs exploded in the upscale resort of Hua Hin late Thursday, killing one woman and wounding more than 20 others, including nine foreign tourists, and were followed by two more on Friday morning that killed another person.

A further two blasts struck Friday in the popular tourist town of Phuket, while two more bombs were reported in the southern provinces of Trang and Surat Thani, in each of which one person was killed.

Prime Minister Prayut Chan-O-Cha called for calm and said he did not know who was behind the attacks.

"The bombs are an attempt to create chaos and confusion," he told reporters. "We should not make people panic more."

"Why the bombs occurred as our country is heading towards stability, a better economy and tourism — and who did it — you have to find out for me," he added.

The two bombs that went off in Hua Hin on Thursday evening were hidden in potted plants and went off within 30 minutes of each other in the bar district of the popular beach town.

While small bombings are common in the kingdom during periods of heightened political tension, there have been few such incidents in the past year and it is rare for tourists to be targeted.

Hua Hin is home to the summer palace of Thailand's revered royal family and the blast came on the eve of Queen Sirikit's 84th birthday and just ahead of the first anniversary of a Bangkok shrine bombing that killed 20.

Authorities were searching for leads on the attackers and a motive behind the latest blasts.

Hua Hin's district chief, Sutthipong Klai-udom, told AFP that the bombs on Thursday evening were detonated by mobile phone.

According to staff at local hospitals, German, Italian, Dutch and Austrian nationals were among the wounded.

"It was very shocking. There was a loud noise and police were running everywhere, it was terrible," said Michael Edwards, an Australian tourist staying in a guest house close to where the second bomb detonated.

"I was just surprised that it happened here... now I'm thinking if it's worth staying," he told AFP.

Record tourism

Hua Hin is an upscale resort town about 200 kilometres (125 miles) south of Bangkok, popular with both local and foreign tourists.

It is also home to a palace for years favoured by Thailand's revered King Bhumibol Adulyadej, the world's longest reigning monarch.

The 88-year-old is currently hospitalised in Bangkok for a myriad of health complications, a pressing source of anxiety for many Thais and a key factor in the kingdom's past decade of political turmoil.

Thailand's reputation as the 'Land of Smiles' has suffered in recent years from crimes against foreigners and political unrest.

But tourists continue to flock to its white, sandy beaches and Buddhist temples.

The kingdom is expecting a record 32 million visitors in 2016, with the tourism industry a bright spot in an otherwise lacklustre economy.

The latest blasts came just days before the first anniversary of the last major attack on tourists in Thailand — a 17 August bomb that killed 20 people, mostly ethnic Chinese tourists.

The blast ripped through a crowded Hindu shrine in the heart of Bangkok and stunned the kingdom as the deadliest assault in recent history.

Two Uighur men from western China have been accused of the attack and are due to go on trial later this month.

Both deny any involvement in the bombing and mystery continues to swirl around the case, with authorities failing to catch a number of other suspects or offer a thorough explanation for a motive.

Thailand's military junta, which seized power in 2014 after a decade of at times violent political unrest, has touted an increase in stability in the kingdom as a major accomplishment of its rule.

Yet the generals have failed to quell a long-running Islamic insurgency in Thailand's three southernmost provinces — a region far from Bangkok or Hua Hin.

The conflict is largely contained to the far south but violence has occasionally spilled into other areas.

Zachary Abuza, an expert on militants in Southeast Asia, said it would be "very unusual" for the insurgents to target Hua Hin.

If southern rebels were behind the recent blasts, "it is almost definitely a small cell operating on their own initiative", he told AFP.

India to corner Pakistan over terrorist's testimony

NEW DELHI: The Lashkar-eTaiba had a role in fuelling protests in Kashmir with a high altitude command centre "Alpha 3", operating with the help of Pakistan military, directing cadres to mingle with prostestors and target Indian security forces with grenades, the National Investigation Authority has said.

Releasing a 12-minute confessional video of Lashkar terrorist Bahadur Ali, who was apprehended in J&K last month, NIA detailed Pakistan military's support to Lashkar operations by providing high-tech equipment, assistance in mapping infiltration routes and last-minute checks and briefings before terrorists are launched into India.

Using Ali's testimony and equipments recovered from him that NIA said can be configured only by Pakis tan military, the government is preparing to put the focus on Islamabad's role in whipping up unrest in J&K before the international community. A "strong demarche" has already been handed over to Pakistan over its continued support to cross-border terrorism in India.

NIA has been questioning Ali since his arrest on July 25 and on Wednesday it decided to reveal Pakistan's hand in the current violence in J&K by releasing the video, in which the Lashkar terrorist clearly mentions that Pakistani military officials of the rank of major and captain met a Lashkar team near LoC before they entered India.

The Lashkar centre that monitors infiltrators is located in Pakistan occupied Kashmir and is a fixed establishment that directs terrorists in Indian territory through a prefixed frequency on ICOM handsets (radio frequency based receivers transceivers).

Officials said Ali's confession and equipment are the most significant evidence of Pakistan's direct role in the "large scale" disturbances and acts of terrorism in India since Ajmal Kasab's capture during 2611 Mumbai attacks in 2008. Inspector general of NIA Sanjeev Kumar Singh said Ali, who infiltrated into India around June 11-12 along with two others Saad and Darda, was constantly guided and directed by Alpha-3 through the designated frequency. Singh stressed that "it is operated with support from Pakistani forces".


The centre in Muzzafarabad in PoK is run by Jamaatud-Dawa and Lashkar chief Hafiz Saeed's son-in-law Khalid Waleed. It monitors movements of terrorists and directs attacks on security forces. In his speeches in Pakistan, Saeed has claimed that he has spoken on mobile with Wani and Dukhtran-eMillat chief Asiya Andrabi.

Archery, boxing lift Indian spirits at Rio Olympics



RIO DE JANEIRO: Women archers were on target in the individual events, while Manoj Kumar scripted a triumph of the underdog in the boxing ring as India bounced back from the disappointment of star shooter Jitu Rai's barren Olympic campaign on the fifth day of the Rio Games here.

In a campaign which is yet to fetch a medal for the country, Jitu's ouster from his pet event of 50m air pistol at the qualifying stage itself came as a massive disappointment.

The women's hockey team was another major disappointment with a 1-6 loss to Australia.

However, the spirits were lifted when the archer duo of Laishram Bombayla Devi and Deepika Kumari advanced to the prequarters of women's individual recurve event.

Adding to the joy was Manoj's stunning 2-1 win over London Olympics' lightweight bronze-medallist Evaldas Petrauskas in the opening round of the light welterweight (64kg) category.

Competing in her third Olympics, the 31-year-old Bombayla, who finished 24th in the ranking round, dished out a dominating show to get the better of Chinese Taipei's Lin Shih-Chia 6-2 in the 1/16 elimination after beating Austria's Laurence Baldauff in 1/32 elimination round.

Deepika also put up an excellent show as she comprehensively defeated Italy's Sartori Guendalina 6-2 in the 1/16 elimination after prevailing over her opponent from Georgia, Kristine Esebua, 6-4 in the 1/32 elimination round.

The 22-year-old from Jharkhand, who had lost in the first round in London Games four years ago, came back strongly from a set down to register a dominating 24-27, 29-26, 28-26, 28-27 victory in the end.

Manoj prevailed 2-1 in the hard-fought battle in which he had to hold his ground against the intense aggression displayed by Lithuanian Petrauskas in all three rounds.

A former Asian bronze-medallist, Manoj will next be up against fifth seed Uzbek Fazliddin Gaibnazarov in the pre-quarters scheduled on Sunday.

In other events, judoka Avtar Singh failed to progress after losing to Refugee Olympic Team's Misenga Popole in the second round of the men's 90 kg and weightlifter Satish Sivalingam finished 11th in the men's 77kg Group B (lower) category.

National record holder Sivalingam lifted 148kg in snatch and 181kg in clean and jerk for a total of 329kg. Sivalingam, who had a won gold in the 2014 Commonwealth Games, holds the national record of 336kg (149+187) in men's 77kg.

The country's earnest wait for their first medal here continued on day 5 following the exit of Jitu, winner of the gold medal in the same 50m pistol event in both the Commonwealth and Asian Games two years ago.

Jitu started the qualification by scoring 91 and then 95 which were followed by scores of 90, 94 and 95, including four 10s in the fifth series, that propelled him to the fourth position at the completion of the series.

The Army man botched things up completely in the final series that included two eights, which left him way behind in the pecking order.

Not his usual self, a final effort of 10 was not enough for him to avoid elimination in his maiden Olympics. He ended up overall 12th with a total of 554 out of 600. He had finished eighth in the 10m Air Pistol event earlier.

Fellow pistol shooter Prakash Nanjappa performed even more dismally to finish 25th out of 41 shooters with 547 in the 50m qualification.

On the hockey field, the Indians, who were playing in the Olympics after a gap of 36 years, were simply outplayed by the higher-ranked Australians who exposed the defensive frailties of their opponents.

Jodie Kenny struck twice (43rd and 46th minute) while Kathryn Slattery (5th), Georgina Morgan (9th), Jane Claxton (35th), Georgina Parker (36th) scored once each to rout the Indians. For India, Thokchom Anuradha scored the lone goal with just 8.3 seconds left on the clock.

Probe on to find militants behind Kokrajhar attack, says Rajnath

INVESTIGATIONS are on to identify the militants responsible for killing 14 innocent persons in the crowded marketplace of Kokrajhar town of Assam on Friday, Home Minister Rajnath Singh told the Lok Sabha on Monday.
“One AK-47, two magazines and other explosives have been recovered from the extremists. The identity of the extremist organisation is yet to be known,” Rajnath Singh said while making a suo motu statement in the Lok Sabha.
The minister said militants came in army uniform and attacked the marketplace.
“At least 14 people were killed, including eight Bodo people, a woman and a boy. Nineteen other people were seriously injured. The local police and security forces acted tough against the extremists and killed one of them, whose identity is yet to be ascertained,” Rajnath Singh said.
He also offered condolences to the bereaved families.
The Home Minister said he has asked the state government to find out the details of the extremist group and act tough against them.
Earlier, the Lok Sabha condoled the deaths in Kokrajhar militant attack.
As soon as the house assembled for the day to resume its session after the weekend break, Speaker Sumitra Mahajan read out a brief statement describing the actions of the terrorists in Kokrajhar as an act of “cowardice”.
The members stood in silence for a while as a mark of respect for the deceased.
In the worst terror attack in the northeastern state of Assam since 2014, gunmen in military fatigues opened fire on Friday at a crowded marketplace in Kokrajhar town, killing 14 civilians.
One of the attackers was also killed after an army patrol party fired back.

Hundreds of Oracle systems breached in Russian hacker attack

Russian hackers compromised Oracle computer servers, targeting the company’s Micros unit, which produces internet-connected cash registers used by retailers, hotels and restaurants.
The culprit is believed to be a Russian organized cybercrime group known for hacking into banks and retailers KrebsOnSecurity reported on Monday.,  The hackers implanted malware in Oracle’s Micros systems, which provided access to usernames and passwords of customers who used the company’s support site. Oracle is asking clients to update their login information.

2 Dalits Tied To Tree, Stripped, Beaten Allegedly By Cow Vigilantes In Andhra Pradesh

Vijayawada:
Two dalit brothers were allegedly tied to a tree, stripped and thrashed by a group of self-styled cow-protectors for skinning a dead cow in Andhra Pradesh's Amalapuram.

The incident took place in Janakipeta area on Monday where owner of the cow, a farmer, hired Mokati Elisa and Mokati Rajam for skinning his pet after the animal died of electrocution, police said. However, when the group of "gau-rakshaks" (cow vigilantes) came to know about this they attacked the two brothers, suspecting that they had killed the cow.

The two were rushed to a hospital where the condition of one man was reportedly critical.

"We have registered a case under SCs/STs (Prevention of Atrocities) Act against some people, who are yet to be identified. We are investigating the case and gathering clues about the suspects," an officer said.

The incident has taken place when the flogging of a Dalit family at Una in Gujarat last month created a nationwide uproar over cow vigilantism.

Prime Minister Narendra Modi, at his first-ever townhall last week in Delhi,  had said that he felt enraged at such "anti-social elements", who indulged in crimes by the night and masqueraded as cow protectors by the day.
A day later in Telangana, the PM had asked people to beware of "fake" cow protectors as they were trying to create "tension and conflict" in the society and said that "if you have to attack, attack me" but stop  attacking "my Dalit brothers".

Former Arunachal CM Kalikho Pul found hanging

Former Arunachal Pradesh Chief Minister Kalikho Pul allegedly committed suicide on Tuesday, less than a month after the Supreme Court unseated him and reinstated his rival Nabam Tuki.

Mr. Pul’s body was found hanging from a ceiling fan in a bedroom of the Chief Minister’s official bungalow, which he had not vacated.

There were reports of a suicide note being found but the police refused to confirm this. State police chief S. Nithyanandam only said that all documents had been seized from the room where the incident occurred.

As news of his death spread across Itanagar, hundreds of Mr. Pul’s supporters gathered outside his residence and staged a protest, blaming Congress legislators for their “betrayal” of the former chief minister.

While some demanded Chief Minister Pema Khandu’s resignation, others set fire to a coffin that was brought for Mr. Pul’s body, claiming it was “not worthy of a popular CM like Pul.”

The mob also vandalised the official residences of Deputy Chief Minister Chowna Mein and Industries Minister Tapang Taloh which are adjacent to the the Chief Minister’s bungalow.

The situation was brought under control by the afternoon. Mr Pul’s body is expected to be flown to his district, Anjaw, on Wednesday.

A senior Congress leader in New Delhi said Mr Pul had became a “victim of the BJP’s vicious politics” after his rebellion in December 2015. “He was an honest, hard-working politician. He got entangled in the BJP’s twisted agenda,” he said.

Khandu appeals for calm as protesters go on the rampage

Arunachal Pradesh Chief Minister Pema Khandu on Tuesday appealed to the people to maintain peace following the suicide of former chief minister Kalikho Pul.

“We must remain calm and pray for his soul during such a time,” Mr. Khandu said, adding that a magisterial probe had been ordered into the incident.

Denying allegations that Mr Pul had been served a notice to vacate the bungalow by Tuesday, Mr. Khandu said he had told Mr. Pul that he could stay in the bungalow “for as long as he wished.”

Protesters who gathered in front of the official residence of the Chief Minister after news of Mr. Pul’s death, shouted slogans against Mr Khandu and demanded his resignation.

The mob also vandalised the official residences of Deputy Chief Minister Chowna Mein and Industries Minister Tapang Taloh which are adjacent to the the Chief Minister’s bungalow.

The situation was brought under control by the afternoon. Mr. Pul’s body is expected to be flown to his home district, Anjaw, on Wednesday.Speaking to The Hindu, Mr. Mein said the post mortem report would be ready by Wednesday.

“We have lost a veteran leader, a former Chief Minister. Therefore, all the steps will be taken to find out the real cause of his death,” Mr. Mein said. In 2015, Mr. Pul led a year-long rebellion against Mr. Tuki but his efforts came to naught as the Congress leadership refused to remove Mr. Tuki.

The political instability culminated in the imposition of President’s rule on January 26, 2016.

In February, Mr Pul and other Congress rebels formed the government with outside support from the BJP. But in a dramatic turn of events, the Supreme Court on July 13 restored Mr Tuki as the Chief Minister.

Days later, the Congress leadership, in a bid to assuage the party rebels, asked Mr. Tuki to step down, paving the way for Mr. Khandu to become the Chief Minister and the return of Mr Pul and his rebels to the party.

Pakistan hospital attack ‘particularly appalling’, says Ban Ki- moon

UN Secretary-General Ban Ki- moon on Monday condemned the terrorist attack at a hospital in Pakistan’s southwestern Quetta city, calling the attack “particularly appalling”, the attack killed 70 people, mostly lawyers. Over 100 others were injured when a suicide bomber detonated himself inside the emergency ward of the Civil Hospital.

The blast took place when a large number of lawyers were gathered to collect the body of a murdered colleague, the president of Balochistan Bar Association Bilal Anwar Kasi, who was killed in a separate attack.

Both Islamic State and a faction of Tehreek-e-Taliban Pakistan claimed responsibility for the attack. The Islamic State group today claimed it was behind a suicide bombing.”A martyrdom bomber of the Islamic State detonates his explosive belt on a group of personnel belonging to the Ministry of Justice and the Pakistani Police in the city of Quetta,” the IS-linked Amaq news agency said.

Soon after the attack, Prime Minister Nawaz Sharif and Chief of army staff General Raheel Sharif reached the city and visited the hospital to take stock of the situation.

“The targeting of mourners at a civilian hospital makes the attack particularly appalling,” UN Deputy Spokesperson Farhan Haq told a daily briefing.
“The Secretary-General urges the Government to do its utmost to ensure safety of the population and bring to justice the perpetrators of today’s attack,” Haq added. The Pakistani Taliban faction Jamat-ul-Arhar has claimed responsibility for the attack.

Will it take a big-budget biopic for Irom Chanu Sharmila to suit the Indian idea of outrage?


The ninth day of August should be a joyous occasion.

Today, Irom Sharmila, a symbol of peaceful resistance unlike any in contemporary India, will end her hunger strike, which has been in effect for the last 16 years. For this better part of two decades (where she was kept alive via official force-feeding through a tube), she has sacrificed no less than her entire being to the cause of repealing the brutal Armed Forces (Special Powers) Act (Afspa), 1958 from her state, Manipur. This has been to no avail, and realising the practical futility of her protest, she will now enter politics.

Nation-states are not known to bend to the will of one individual’s personal activism. It is unsurprising that, after 16 years, Afspa remains in effect; even if it had been dispensed with, it would not have been due to a sole fast. However, civil society can always react with empathy to stunning acts of courage, like the one in question. More so in the case of those who can wield influence in their respective fields and command public opinion, namely the middle class-up. This was something around which a movement (passing the boundaries of Manipur) could have been built in a relatively apolitical manner. Sadly, the compassion reserved for the likes of Anna Hazare did not extend from Ramlila Grounds to Imphal.

The attitude or ignorance towards Sharmila is typical of mainland India, which, all said and done, still barely registers the North East. For this overwhelming majority, 9 August will pass like any other day. Sharmila may not even score a faint blip on the radar of civil society.

PM in Lok Sabha: GST will make 'kuchcha' bills a thing of the past

NEW DELHI: Implementation of a goods and services tax will end "tax terrorism"+ , incentivise traders to maintain clean accounts, make "kuchcha bills" (informal bills) a thing of the past and empower the customer, PM Narendra Modi said on Monday.

A "pucca bill" (proper receipt) will help traders claim tax credit and an online system will track transactions at every stage, making it possible to detect evasions, the PM said. He emphasised that the reform+ would mean "customer is king" as the common man will benefit from a more accountable tax regime and an efficient economy.

Modi's kuchcha-pucca remark in Lok Sabha was a reference to the all too common practice of retailers and service providers offering customers a choice of a printed bill or just an informal total that does not contain a tax component. The GST, Prime Minister Narendra Modi said, will put paid an end to this illegality as traders will benefit from preparing a clean bill of goods.

In his intervention in Lok Sabha, which cleared amendments to the Constitution passed by Rajya Sabha+ last week, Modi credited Parliament, political parties and states for putting "rashtraniti" (national policy) above "raj niti" (politics). "The important thing is that this should not be decided on majority, we never wanted it.... We know that unprecedented consensus has been created. It helps in streng thening democracy," he said.

Apart from a few small digs at Congress when he pointed out that the party may have given birth to the bill but it was NDA that nurtured it, Modi stuck to eulogising the strong consensus in favour of the bill even as he defended himself against the charge that as Gujarat CM he had opposed the law. He had apprehensions and had met then finance minister Pranab Mukherjee several times.


"As PM, having experience of CM, I could easily address the concerns of GST," he said. Besides, he said there was a need to develop confidence among states as many of them had apprehensions about the Centre compensating them for possible loss of revenue.


Countering doubts raised by Congress that GST will spur inflation, Modi said the government has made a legal commitment to maintaining inflation at 4%. The government is looking to introduce GST -the most comprehensive indirect tax reforms since independ ence which will result in close to a dozen taxes getting merged into a single tax and turn India into a common market from April next year.

Pak Govt. permits terror leader Syed Salahuddin to threaten nuke war against India

The Pakistan Government has again encouraged terror leader Syed Salahuddin, the head of the Hizbul Mujahideen, to threaten war against India over the Kashmir issue, and this time, Salahuddin has threatened a nuclear attack on India.

Speaking to reporters in Karachi Salahuddin said there is a great chance of a nuclear war taking place between India and Pakistan over the Kashmir issue.

"Pakistan is duty bound, morally bound, politically bound and constitutionally bound to provide concrete, substantial support to the ongoing freedom struggle on the territory of Kashmir. And, if Pakistan provides this support, there is a great chance of a nuclear war between the two powers," he added.

He said three wars have already been fought between the two countries over the Kashmir issue, adding that he can predict a fourth war with certainty because Kashmiris are no longer willing to compromise under any circumstances.

"Whether the world supports them or not; whether Pakistan stands by them or not; whether the United Nation performs its duty or not; they have taken a pledge to fight up to the last drop of their blood," he added.

Salahuddin warned that if the international community did not pay heed to the ongoing violence in Kashmir, Kashmiris from both sides of the divided valley would be forced to take things into their own hands.

"If God forbid, the international community continues to cold shoulder and ignore this issue and Pakistan's efforts are not fruitful, and India does not stop its atrocities, a big incident can occur. Our base camp in liberated Azad Kashmir and the Kashmiris from this side will announce the trampling of the Bloody Line (of Control)," he said.

Salahuddin further stated that there would be no ceasefire line, no international rules and no consideration for the United Nations observers.

"Bleeding Kashmiris will come from that side, these Kashmiris will go from this side, and God willing a decision will take place on the bloody line," he added.

He said the Kashmiri people have reached this conclusion that they have no second option except to go ahead with an armed struggle and an armed jihad.

"Neither is the international community doing its duty, nor are the international organisations trying to stand by their resolutions, nor is the Modi government ready to give any leeway. So, what remains with Kashmiri suppressed, bleeding people? Nothing less than target-oriented armed struggle. God willing, all this is already present there, but a new dimension will enter it now, which will prove very dangerous for India, god willing," Salahuddin said.

He asserted that the movement was now gaining strength every day and night.

"After the martyrdom of Burhan Muzaffar Wani, why did the entire state come out on to the streets against India? Actually Burhan is not the name of a person; it is the name of an ideology, a goal, the name of a dedication and a sentiment. At this point in time, the Indian troops are faced with Burhan in every street and lane. Every old person is Burhan, every child is Burhan, every young man is Burhan and every mother, daughter and sister is Burhan," he added.

Kashmir has been on the boil after security services on July 8 gunned down 22-year-old Hizbul Mujahideen commander Burhan Muzaffar Wani.

Around 60 people have been killed and more than 5,000 wounded, including the security forces, since protests erupted in Kashmir after the killing of Wani.

Pakistan marked 'black day' earlier on July 20 to express solidarity with the Kashmiri people and condemn the violence.

Pakistan Prime Minister Nawaz Sharif on July 22 chaired a high-level meeting of the National Security Council in Islamabad to discuss regional security and termed the ongoing situation in Kashmir a violation of international law and UN Security Council resolutions.

The meeting resolved to approach the United Nations Human Rights Council on its own and also on behalf of the Organisation of Islamic Cooperation (OIC) contact group on Kashmir to request the body to send a fact-finding mission to Kashmir.

GST bill to be taken up in Lok Sabha today , PM Modi likely to intervene

The government has listed the bill for Monday's legislative business in the lower house.

The GST bill was passed by Rajya Sabha on Wednesday with amendments and thus needs to be again approved by the Lok Sabha.

The Bill was passed by Lok Sabha last year. It now has to go back to the Lower House to incorporate amendments approved by the Rajya Sabha.

The GST Bill has to be ratified by at least 16 states in 30 days after it is passed by the Parliament.

The ruling Bharatiya Janata Party (BJP) and the opposition Congress have issued whips asking their members to be present in the house on Monday in view of the GST bill being taken up.

Modi, who was under attack by the Opposition parties, especially the Congress for his absence during the passage of the Constitution amendment bill for GST in the Rajya Sabha on August 3, is now likely to intervene in the debate, sources said.

The Parliamentary Affairs ministry on Saturday dubbed the passing of the Constitution's 122nd Amendment Bill relating to GST by huge consensus in the Rajya Sabha as the "hallmark of the third week of monsoon Session of Parliament".

The bill will then go to the Presidential for his assent and the states have also been asked to ratify it within 30 days of this.

The GST Bill will replace a raft of different state and local taxes with a single unified value added tax system. This will in effect turn the country into the world’s biggest single market.

Being a Constitutional amendment that involves the states, at least 50 percent of them also have to ratify it. This is where the process could take long, since states could have their own set of issues and worries, which the Empowered Committee and the government would have to address. What will, nevertheless, help is that the BJP and its allies are in power in 13 out of 29 states.

These formalities apart, the parliament will have to pass relevant bills for a Central GST and an integrated GST, while the states will have to enact their own legislations for a State GST. This is because the GST regime will involve the imposition of central and state levies at identical rates.

The government has said April 1 next year will be the target date for the roll-out of the GST regime.

After communal clashes over desecration, Chapra peaceful amid tight security

The riot-torn north Bihar district headquarters town of Chapra was peaceful on Sunday, a day after clashes broke out between two communities over reports of ‘desecration’ of a place of worship.

However, officials said there were stray incidents of brick batting in the rural areas of the district on Sunday.

The station house officer (SHO) of Maker was suspended for failing to contain group clashes, which started from the block after a video showing religious entities in bad light went viral in the social media on Friday.

Bihar DGP P K Thakur said 25 persons had been arrested thus far for various offences, including two charged with circulating the posts on WhatsApp. “Adequate reinforcements have been sent to Saran, including rapid action force (RAF) and ITBP, to help the local police,” he added.

Reports said train services were disrupted at Daudpur while some unscrupulous elements indulged in brick batting, burnt tyres and blocked roads at Ekma, Nayabazaar and a few other places in the district.

There was an ‘uneasy calm’ in Chapra town, where Saturday’s clashes had the police resorting to firing in the air and lathi-charge. However, there were signs of return to normalcy with market places witnessing activity from afternoon.

The clashes on Saturday took place during a day-long bandh called by locals called to protest against the objectionable video. After DM Deepak Anand was injured in the brick batting at Karimchak locality, a flag march was staged by the RAF jawans in the town.

Internet services have been suspended in the district till 6 pm on Monday while section 144 has been imposed till August 8.

Sources said peace meetings were held in the town at various places to restore harmony among communities in the district, a stronghold of the RJD chief Lalu Prasad, whose party, the RJD, is a partner in the state government.

Saran SP Pankaj Raj said on Sunday that no untoward incident had been reported from any part of the district with heavy force deployment in the town and rural areas of the district. “The situation is normal now,” he said.

Other police officials said the administration had started identifying the rumour mongers while a case under section 67 (A) of the Information Technology Act and section 295 (A) (for hurting religious sentiments) of the IPC was registered against three named persons.

Two companies of RAF, two companies of ITBP and heavy contingent of district armed police have been deployed in the district to restore normalcy in the district and initiate prompt action against trouble makers, source said.

Rajnath Singh anguished over ‘total anarchy’ in Uttar Pradesh

Putting the Samajwadi Party government on the dock over “poor” law and order in Uttar Pradesh, Union Home Minister Rajnath Singh on Sunday said there was “total anarchy” in the state and rape incidents have increased.

“The victims of calamities are not getting relief, youths are not getting employment. Why SP government does not fulfil its duties. People have these questions in their mind,” he said. Noting that in a federal structure Union and state governments have to work together, Singh said, “UP is creating hurdles in implementation of Centre’s developmental projects.”

Delhi govt to revise minimum wage of workers across city

The Delhi government is soon going to revise the minimum wage of skilled, semi-skilled and unskilled labourers, Labour Minister Gopal Rai announced Friday. The current minimum wage is Rs 9,568 for unskilled workers, Rs 10,582 for semi-skilled workers and Rs 11,622 for skilled workers.

A committee is looking into the issue and will send its recommendations on what the revised wages should be, said Rai. The 13-member tripartite body comprises representatives from workers’ groups, employers’ organisations and the government, said the minister

“The committee, headed by the labour commissioner, was notified on April 12. The commissioner has convened five meetings and constituted two sub-committees. These sub-committees undertook a survey on the price of essential food items in crowded areas such as Mangolpuri, Naraina, Narela, Okhla, Jhilmil Colony, and Wazirpur,” said the minister.

The minister added that the panel members also visited various stores and outlets.

“They noted the price of food items from Kendriya Bhandar, Mother Dairy and Safal outlets, to help calculate the requisite increase in minimum wages,” said Rai.

To figure out the average cost incurred by each family in Delhi, the committee factored in the cost of five components — food, accommodation, electricity, clothing and education — said the minister.

“In an effort to improve the quality of life of labourers, the AAP government is ready to implement the revised wages. The National Nutrition Institute, Hyderabad, has prescribed a requirement of 2,731 calories per worker per day. In addition to food requirements, other components like housing, education, fuel and power, and clothing have also been taken into consideration by the committee,” said Rai.

500 cows dead in BJP-ruled Rajasthan; CM Vasundhara Raje to visit shelter

The BJP-ruled Rajasthan government is facing heat as over 500 cows have reportedly died in the last two weeks in a shelter near Jaipur. The Rajasthan CM will visit the government-run Gaushala (cow shelter) in Hingonia on Saturday.

According to an NDTV report, more than 250 contractual workers who were hired to clean the cow sheds and feed the animals have been on strike since a month. The salaries of the workers have been held up due to a dispute between Jaipur Municipal Corporation and the firm which provides the workers.

The shelter which has nearly 8,000 cows did not seem to have made any arrangements to compensate for the absence of the workers leading to starvation of the cows and the stalls filling with muck. The cows are reportedly dying of hunger and their hooves are getting stuck in the muck which is being created due by rain and cow dung. The official figure of number of cow deaths is unavailable, however, volunteers claim that they cleared 90 carcasses in the last two days and there are more dead cows in the shelter. Dr Devendra Kumar Yadav, a Government vet, said that most cows died due to starvation than disease.

The Rajasthan High Court has asked for a report from the state which is now using heavy machines to clear the muck. Rajasthan minister Rajendra Singh Rathore said a high-level meeting had been called and officials were instructed to conduct an investigation and sort out the problem.

Meanwhile, Congress leader Rameshwar Dudi attacked the BJP asking where were the gau-rakshaks now? He also accused the government of apathy and neglect.

Congress Jaipur district chief Pratap Singh Khachariawas said the party will take out a 'Gauraksha Padyatra' march from the PCC office to Govind Devji temple tomorrow demanding "result-oriented efforts" from the state government to protect cows. The Vishva Hindu Parishad (VHP) and the Bajrang Dal too targeted the Raje government for its "inhuman behaviour" with the cows at the shelter.

"The gaushala, instead of a rehabilitation centre, appears to be a graveyard for the cows. There are heaps of dirt and mud all over the centre in which the animals get trapped and killed. Despite more than 500 cows dying, no action and effort from the administration is highly condemnable," said VHP's senior office-bearer Narpat Singh Shekhawat.

Three killed in fresh firing in Kashmir, toll now 53

SRINAGAR: Three civilians were killed and more than 150 injured in clashes across Kashmir on Friday as thousands defied curfew+ imposed to prevent a protest march to Hazratbal shrine in Srinagar.


The deaths took the toll in the current unrest to 53. The valley has been under curfew for a month following terrorist Burhan Wani's killing+ . On Friday, clashes broke out in two dozen places as forces stopped protesters and fired bullets, tear gas shells and pellets.


Mohammad Maqbool Wagay was killed in action by security forces against those who threw stones after Friday prayers at Nagam in Chadoora in central Kashmir's Budgam district. Another youth, Zahoor Ahmad, was killed in the same district, while Danish Ahmad died in Baramulla. At least 20 policemen and soldiers were also reported injured.

Mobs attacked a police station and threw stones at the ancestral house of Kashmir's junior health minister Asia Naqash in Srinagar even as police and paramilitary soldiers patrolled streets and laid razor wire and steel barricades to cut off neighbourhoods. Mobs also attacked independent MLA Hakeem Mohammed Yaseen's house in Khan Sahib. Clashes were also reported from Kupwara district as separatists extended the protest strike until August 12.

The Chief Minister, who was in Delhi, met the Prime Minister and apprised him about the incident at Balajan Tiniali market in Kokrajhar district and the steps taken to nab those involved in it.

He also informed the Union Home Minister, who assured full Central assistance to the state government.

Sonowal cut short his visit to the national capital and returned to Assam Friday evening after the terror attack and instructed state police to arrest those involved the in it.

The Chief Minister announced ex-gratia amount of 5 lakh rupees to the families of the deceased, one lakh rupees to those seriously injured and free treatment to other injured.

Meanwhile, Assam Police has arrested the driver of the auto used by militants to reach Balajan Tiniali market.

Additional DGP L R Bishnoi said that three to four militants carried out the Friday's attack.

He said while one militant was gunned down by security forces, efforts are on to nab the remaining attackers.

He said, three additional companies of Army arrived in Kokrajhar following the incident.

Health Minister Himanta Biswa Sarma said that preliminary investigations point towards the involvement of Songbijit faction of NDFB militants in the attack.

National Investigation Agency has sent a team to the site of the incident to collect evidence. The Centre is closely monitoring the situation arising out of the Kokrajhar attack.

Rajnath Singh on Friday chaired a high-level meeting in New Delhi to review internal security situation in the country.

The meeting was attended by Finance Minister Arun Jaitley, Defence Minister Manohar Parrikar and National Security Advisor AK Doval among others.

Later in the day, Singh had another round of meeting with Doval where he was apprised about the Kokrajhar attack.

President Pranab Mukherjee and Prime Minister Narendra Modi condemned the incident.

President Mukherjee called upon the Assam government and all concerned agencies to ensure that the guilty of Kokrajhar militant attack are brought to justice and law and order is maintained in the state.

In a tweet, the Prime Minister said, the Union Home Ministry is in touch with the Assam Government and is monitoring the situation closely.

He said, he is saddened by the attack and his thoughts and prayers are with the bereaved families and those injured.

Breaking Analysis: Oracle’s $9B+ acquisition of NetSuite underscores software MegaTrends

Oracle Corp. continued its march to the cloud this week with a $9.3 billion acquisition of NetSuite, Inc. Mainstream media focused most of its coverage on the conflict of interest due to Larry Ellison’s large holdings in both companies, which is noteworthy, but there’s much more to the story, in my view.

First, as an Oracle spokesperson said, the only way Oracle and NetSuite could have avoided this conflict is to have not done a deal. While it’s true that no matter what price Oracle paid, people would question the deal. Some were concerned that the lack of other bidders (due to the premium) could be a headwind for the deal. Regardless, the real interesting angle to me is that Ellison funds companies as a way to: 1) invest and get returns; 2) catalyze new markets that Oracle might struggle to build organically and 3) de-risk a potential acquisition. I look at it as paying a premium for a proven free agent in basketball. If the player performs the buyer typically wins.

So Oracle in this case is betting that NetSuite will perform to justify the substantial premium. Nonetheless, Oracle says the acquisition will be accretive.

An obvious question to ask is the following: If Oracle is doing so well in cloud, why does it need NetSuite? NetSuite does ERP. Oracle does ERP. So why the deal?

Punjab: Two die, 30 fall ill after eating food at home for special children

Two minors died and 30 fell ill after eating food at Sukhjit Ashram, a home for differently-abled children in Kapurthala on Tuesday.

Jyoti,16, died on Monday late night while Shotu, 14, died during treatment at civil hospital on Tuesday morning. 25 children and five adults are still undergoing treatment.

Health officials said the children complained of stomach ache and started vomiting after consuming food in the ashram on Monday, suspecting the food was adulterated. However, the authorities approached the health officials only after condition of the children started deteriorating on Monday early morning.

After receiving the information, district administration officials, led by deputy commissioner (DC) Jaskiran Singh, rushed to the civil hospital and asked the sub-divisional magistrate (SDM) Mandeep Kaur to conduct a proper inquiry into the case.

Singh said they will ensure that the children get proper treatment, adding that if the ashram officials are found guilty, a strict action will be taken against them.

Civil surgeon HS Kahlon said a health team visited the ashram and collected food and water samples.

Arun Jaitley's GST Lesson For BJP MPs A Day Before Parliament Debate

As the much-awaited Goods and Services Tax Bill (GST) to amend the Constitution is likely to be taken up in Rajya Sabha on Wednesday, Finance Minister Arun Jaitley today briefed BJP lawmakers on the fine prints of India's biggest tax reform in decades.

He also informed them about the amendments the government will introduce in the Rajya Sabha tomorrow, and also the reasons why the government decided to make those changes.

Mr Jaitley, according to sources, has told the BJP lawmakers to read and understand the bill and follow the proceedings to counter the misgivings, if any, about the GST in their constituencies

The Congress is expected to carry out a similar awareness drive for its MPs.

Meanwhile, the two major parties in the house - the Congress and the BJP - have issued a whip to their lawmakers "to be in the house everyday till Thursday".

The BJP is planning to field speakers who can make strong pitch for the bill and highlight how the NDA government worked with states and parties to make the bill people and business friendly.

Former finance minister P Chidambaram will brief the Congress lawmakers. The party speakers, while backing the GST, are expected to flag that the bill primarily came from the Congress and it was the BJP which opposed it then.

The Congress, during the debate, is likely to emphasise on how hard the party bargained to ensure that the GST rate remains low and also the redressal mechanism with greater say for states.

The GST could get the Rajya Sabha nod on Wednesday with the main opposition party, the Congress, declaring that it has arrived at "a broad understanding" with the government after months of negotiations.

There was last lap tussle over when the bill would be taken up. Government wanted the GST to be debated and voted on Tuesday , but the Congress forced a delay to Wednesday because the party chief Sonia Gandhi and other senior Congress leaders are campaigning in Varanasi, the constituency of Prime Minister Narendra Modi today.

But the 24 hour delay now seems worth the wait as the Congress 'Anand Sharma on Tuesday said, "All the issues we have raised are there in the GST constitutional amendment," he was referring to the proposal that will change the constitution to introduce the GST, a national sales tax which subsumes a complex matrix of central and state tariffs.

The Congress has been talked out of insisting that the limit on the tax rate be stated in the law. That would require changing the constitution each time the rate had to be revised. "On the capping (on GST rate) we still want ring fencing and states to come to an agreement with the centre," Mr Sharma said.

GST could add up to two percentage points to economic growth, according to Mr Jaitley, who has led consultations with state governments, regional parties and the Congress to win consensus.

The GST Bill was cleared last year by the Lok Sabha, where the government has an easy majority. On Wednesday, it must get the support of two thirds of the Rajya Sabha, which has 243 members.

The Congress has the biggest presence with 60 members. With a slew of regional parties backing the reform, the government believes it can get 162 votes - what it needs to turn the proposal into law - even if the Congress is not on board.

But the Congress' cooperation is needed so that it does not cause disruptions to ensure the bill is not debated - a practice it has exercised in earlier sessions of parliament.
